Businesses and local authorities in Norfolk have agreed to join forces and bid to form a county-wide local enterprise partnership (LEP) to tackle planning, housing, transport and infrastructure issues. If it is successful, the body would take over many of the functions of the East of England Development Agency (Eeda), the government office for the East of England and Business Link, which are being scrapped by the coalition government. In their place will come LEP's a 50-50 mix of local authority representatives and business people, led by a private sector chairman.

More than 30 school building projects at risk of cancellation were given the go-ahead yesterday. Education secretary Michael Gove announced 33 'sample' schemes at an advanced stage of planning in 14 local authority regions will proceed, while indicating 119 academies would also be funded. The decision comes after the Government scrapped the £55bn Building Schools for the Future (BSF) programme last month. Under the original scheme, set up by Labout in 2004, all 3,500 secondary schools in England were to be rebuilt or refurbished by 2023.

TRAINING FACILITIES IN FAKENHAM

Engineering students in Fakenham will soon have training facilities that even the Germans will be taken back by, it has been claimed. Speaking at a business breakfast this week to promote the town's new £800,000 centre, which is due to be ready by September, Fakenham High School assistant head teacher Gary Brown said: “People will step inside and be absolutely blown away. It will be run by the Rural Norfolk Federation of Secondary Schools, made up of schools from Aylsham, Fakenham, Litcham, Reepham and Wells. Chief executive of Fakenham Racecourse David Hunter opened the event and spoke passionately about the impact he believes the centre will have. He said: “This will ensure that young people are trained locally and employed locally but also give people the training and life skills that can open doors and provide employment opportunities throughout the world.”

School-leavers, jobseekers and those simply looking for a career change can talk to a range of employers under one roof at a jobs fair in Norwich today, (Thursday). It gives people a chance to find out more about some of Norfolk's biggest employers in the same week that George Osborne predicted in the emergency budget that unemployment would hit 8.1pc this year. As well as the event sponsors, Aviva, there are stalls from Williams Lea, Hales Group, Marsh, GradsEast, Kids2Work, Allied Healthcare and Business Link, among others. Sgt Carl Rice of the Royal Anglians, who grew up in Norwich and went to Hewett High School, was at the fair offering advice for those looking to join the army. “We've got 144 jobs on offer in the army, which is a wide spectrum. We've got all sorts of people,” he said. “It's stability. You sign up for a minimum of four years and you're guaranteed a job for how long you sign up for.” Also at the event was Vikki Bennett of City College Norwich, who said there was a range of training options, despite the recession. “Lots of people aren't working at the moment and they're looking for training. On the apprenticeship side we're finding that's where there are more opportunities,” she said. “We've actually got more apprenticeships that we're advertising than ever before.“It offers people the chance to work and learn at the same time.”

An “eco-education centre”, thought to be the first of its kind in East Anglia, is set to become a reality after councillors approved funding. The centre, which will provide educational facilities for schoolchildren business training for adults, is set to be built at Rackheath after Broadland councillors agreed to allocate £400,000 for its construction and a further £200,000 to run it for three years. The funding comes out of a £16m pot of government money pledged for the planned eco-town at Rackheath and associated projects. A suitable plot of land at Rackheath Industrial Estate has been identified for development, and it is anticipated that building work will be commissioned in the autumn with the centre opening in the spring. The education centre will be fitted out with training rooms, an eco-tech laboratory and healthy living food technol-ogy room, as well as an administration office. It will incorporate office space for another company or organisation which can be either rented out by the council to an eco-company or customised to deliver business training. Schoolchildren will be able to carry out experiments which link in with the national curriculum, and it is hoped the centre will act as a “halfway-house” between business and schools, allowing young people to find out more about the world of work. “Schools will come to us with themes that they are really interested in, relating to green technology, new technol-ogy and renewable energy and we will initiate a project,” said Chris Hill, head of business support and leisure services at Broadland. “One of the dilemmas for businesses is getting their message over in schools because every 45 minutes or so the bell rings and the children move on. “This will provide us with a halfway-house where they, as a business, can have a project that pupils can participate in and schools don't have to worry about the health and safety implications about going into a business.” The building will incorporate the latest environmentally sustainable materials and be built with energy efficiency in mind. School pupils will be able to visit to see the building while under construction. Acle, Hellesdon and Notre Dame high schools have already been in talks about using the centre, but the doors will also be opened to other schools in the Norwich area and further afield. “It can be a resource for the whole of Norfolk. We've even had an inquiry from Suffolk asking if they will be able to use it, too.”

Yesterday’s budget will tackle the economic deficit with a £40bn package of extra spending cuts and tax rises including a rise in VAT to 20 percent and cuts in welfare. But Norfolk and Suffolk firms would miss out on an offer of a National Insurance cut on new staff as this is not available to firms in the eastern region. A glimmer of hope on the A11 dualling came when the chancellor pledged to find cash for capital projects which boost the country’s economy. No word was given on key Norfolk funding for rebuilding schools or projects linked to development of new housing.

Cautious welcome to enterprise partnership plan

Business leaders responded with a cautious welcome yesterday to a call by the Norfolk's MPs for them to back a proposed enterprise partnership to bring jobs and investment to the county. The partnership would replace the East of England Development Agency, one of the regional agencies ministers are expected to axe as the government attempts to reduce the Budget deficit. However, last night it was still unclear what form the partnership would take, what powers and responsibility it would have and how it would be formed. An historic Norfolk lavender business is seeing purple shoots of recovery almost 18 months after it went into administration. Local businessmen Ian and Neil Williamson invested £750,000 into the company after buying the 78-year-old business after it went into administration in December 2008. Site manager Peter Mortin said the firm's success was down to a good tourist trade as well as an increase in mail order essential oil exports. A new rare breed animal centre and museum are among the new attractions at the site and a farm shop, children's indoor play area and ceramic café are set to open later in the year. When the company went into administration 13 people were made redundant, leaving a skeleton staff of 10. The company currently employs 16 members of staff, but that is expected to double in the next six months as new attractions open.

The university has been working with local businesses to establish a Graduate Internship Programme, which aims to boost the career prospects of graduates and inject fresh talent into organisations. As part of the programme it is running an event on April 29 to help graduates overcome the challenges and preconceptions that they face when seeking employment. Issues being address will include graduates believing their career options are limited to their field of study and that the range of graduate-level employment opportunities in Norfolk is limited. Other issues hindering graduates finding employment include a lack of practical work experience. It will also show graduates and final year students the opportunities available in the region and give them a chance to speak to potential future employers, including those that are looking to recruit a graduate intern.
